Earth TOWS
Pairs internal factors (Strengths, Weaknesses) with external ones (Opportunities, Threats) into four kinds of response.
The TOWS matrix for Earth hasn’t been written yet. Research is under way. Nothing on this page is filled in for the sake of looking complete.
How this TOWS matrix works
For Earth, each cell will list responses at global scale that a named authoritative body (for example a UN agency, the IPCC or the parties to a treaty) has proposed, adopted or assessed.
Every response is attributed to the body behind it and linked to the SWOT items it connects. Hawkeye’s only editorial step is placing each response in a cell. Responses are not ranked. The matrix is completed after all four SWOT quadrants are written.
Strengths × Opportunities
Responses that use strengths to pursue opportunities
Strengths × Threats
Responses that use strengths to reduce threats
Weaknesses × Opportunities
Responses that use opportunities to reduce weaknesses
Weaknesses × Threats
Responses that reduce weaknesses and limit threats
Reporting, not recommending. Hawkeye reports; it never recommends. Goals, aspirations and strategies appear only as stated by official or authoritative bodies, quoted or attributed, with a link. Nothing here is Hawkeye’s own view. Every figure links to its source and gives the year it refers to.
